OWL has identified "Digital Literacy" (aka "Computer Literacy") as a core community need and has developed a program theory and implementation plan for executing research in this area. The goals of this research are to produce a white paper on best practices, identify and communicate with strategic partners and field experts, develop an advisory board on digital literacy programming and create a program theory and implementation plan for development of "Digital Literacy" project.

In July, 2005, the OWL website was hacked—this incident pointed to a deficiency in the content management system. After being down for most of August, we went back online with a new, open source CMS—Drupal.
